Joe Chill is the man who killed Thomas and Martha Wayne.
Chill is arrested on the night of the Wayne murder and held for fourteen years, during which time he shares a cell with Carmine Falcone, who tells him incriminating things. Chill later agrees to testify against Falcone, but is assassinated by a woman working for Falcone.
